Silent Hill f is set in the fictional Japanese town of Ebisugaoka, inspired by the real-life town of Kanayama in Gifu Prefecture. The developers meticulously recreated Ebisugaoka down to its intricate alleyways, using photographs, recorded soundscapes of daily life, and historical materials to accurately capture the atmosphere of the 1960s.

He describes the development process as a return to the series' roots, while simultaneously presenting new challenges.
